Principles of Community- Based Inclusive Development and Their Implications for Kenya

Abstract

Community-Based Inclusive Development (CBID) has evolved from Community-Based Rehabilitation (CBR) as a rights-based, multi-sectoral strategy designed to empower persons with disabilities and promote their full inclusion in society, aligning with the "Leave No One Behind" agenda of the Sustainable Development Goals (SDGs). Despite its growing adoption, there is a need to conceptually clarify the guiding principles that underpin effective CBID to ensure it avoids becoming a parallel, top-down service delivery model. This conceptual paper examines the core principles and foundations of CBID, arguing that meaningful inclusion is achieved through the intersection of human rights, participatory community development, and local empowerment. The conceptual analysis reveals that CBID is most effective when it shifts from merely providing services to transforming existing systems to be universally accessible. Adherence to these principles enables communities to foster resilience, interdependence, and a genuinely inclusive environment.
